Private nurseries sector support innitiative

The Department of Commercial Crops, Fruits and Forestry is responsible in the production of sufficient high-quality seedlings to supply to government plantations and farmers for rural afforestation programs.

The total annual production capacity in the government nurseries is in the range of 3.5 to 4.0 million seedlings, but the production is running way below this capacity. The low production of seedlings in government nurseries slows down tree planting in both government plantations – where replanting is due to rotation cycle – and in village afforestation scheme.

Tree seedlings productions from private nurseries are quite important to the local communities. Forest and fruit trees are very important for both as source of revenue and planting materials for their woodlots and garden. Many local communities who are engaged in tree planting depends seedlings mainly from government nurseries, which in many cases are not enough to cater for the ever increasing demand of the seedlings.

Since 1991 the government of Zanzibar encouraging the private production of seedlings, in line with general government policy to privatize appropriate areas of the economy. Currently, seedlings are produced annually in a number of women private and individual nurseries to about 10% of all seedlings produced. Some of these are produced for own consumption while others are raised as an income sources.

Project area

The initiative expected to cover the entire areas of Unguja and Pemba Islands. A total of 100 selected nurseries; fifty in Unguja and fifty in Pemba expected to be involved in this initiative. The nurseries will be selected in such a way that each district will have representative. During the selection most progressive farmers especially women (in groups and individuals) with relatively good capacity shall be given high priority to ensure good outcome of the project

Project rationale

This particular initiative is focused on supporting private nurseries activities that would ensure adequate supply of quality plant materials. This cannot be achieved without special empowerment program in the form of capacity building that will improve knowledge and skills. At the end of initiative it is highly expected that the private nurseries will: -

Acquire means of collection, processing, maintaining and distribution of plant germplasm to general public. This will ensure adequate supply of quality seedlings to the farmers. Also production of plant materials of known characteristic and origin shall be multiplied and grown all over the Zanzibar. On the other hand this would lessen a burden to the Government central nurseries to supply seedlings to the farmers that is regarded as not sustainable.

Improving propagation technology and management. This could be achieved through various training courses to the private owned nurseries that at the end of the day will ensure sustainability of the initiative.

Project objectives

The long-term objective of the initiative is to ensure adequate supply of quality planting materials from the private nurseries to the farmers and general public at low unit cost through community empowerment in capacity building. Based on the above objectives the purpose of the initiative will be:

To sustain community level tree planting activities
To sustain and encourage community participation in seed and seedling production to meet their demand and to generate income
Ensure sufficient and quality planting materials
Ensure adequate knowledge and skills in nurseries management
Ensure access of credits to private owned nurseries
Review agricultural sectoral policy regarding seedling supply

Project description

The project would run for five years and shall accommodate the following components:

Capacity Building
This will involve the training of in the following areas so as to develop their management skills for private nurseries owners and as well institutional staff.

Facilitate accessibility of credits services to private nurseries:
this is intended to empower private nursery owners to:

To get credits for business from financial institutions
To use and manage the credits to the intended projects or business
To keep credit records properly

]Monitoring, Evaluation and Auditing
This is generally involving the regular follow-up monitoring on the performance of the planed activities and provide extra knowledge and solutions to the problems. Evaluation shall be done at third and fifth year of the project. The third year evaluation will explore mistake and constraints that need improvement for the final years. In order to ensure proper management of the funds, the project shall undertake auditing to clarify the financial management skills of the farmers

Proposed sources of financing

In the planning process of this initiative no financing institution(s) have been secured nor identified. However, NEPAD is considered as primary facilitator in the process of securing institutions to support the project. Government of Zanzibar will only ensure availability of her staff to assist and facilitate smooth implementation and running on the initiative.

Project benefits

The main benefits anticipated from the project are categorized into three main aspects:

]Social aspect:

Seeds and seedling production would promote sustainable yield of planting materials necessary for afforestation programmes. Hence reduction in human pressure on the remaining natural vegetation and reduce time for women in fuelwood collection. Local community would have improved skills in private nurseries management.
Through engagement in establishment and management of private nurseries, immediate and long-term employment of local community would highly be promoted and secured. Thus reduction in a number of unemployed people; and hence income earning especially in rural areas. Accessibility of credit services would be secured and maintained to ensure development of nurseries activities.
Adequate availability of seeds and seedlings would be used to improve abandoned marginal lands in coral rag areas and make possible use of the lands for agroforesty practices that could yield variety of crops of economic significance.

Economic aspect:

There shall be an expansion of income from sale of seeds and seedlings of different species groups/individuals nurseries. There could also supply of fuelwood and poles from private woodlots. At community level this will help to alleviate poverty amongst rural population and improve living standards. On the other hand this would lessen a burden to the Government central nurseries to supply seedlings to the farmers.

Environmental aspect:

The project would relatively reduce the excessive use of natural vegetation and ensure survival of useful plants and other biodiversity
The project would facilitate conservation of ground water, moisture and improvement in soil fertility and enhance formation of rains - important for agricultural crops production.
Afforestation programme would generally improve environmental condition through reduction in carbondioxide (CO2) in the atmosphere and act as carbon- sink to help moderate global warming

Implementation arrangements

During the initial stage of the project implementation there will be established a collaborative mechanism with the Cooperative Society and District offices with the intent of identifying appropriate farmers to enter into initiative.

Implementation of private support initiative activities will be on the private own lands, which means, there will be no resettlement or purchasing or compensation of land for this project. The bulk of the work will be on the empowerment of local community through capacity building. For a better sustainable of the initiative, institutional staff also will be engaged in short training so as to improve their skills. Communities will be encouraged to have nursery enterprise that will produce the most of seedling to supply in private woodlots.

Technical assistance requierements

In the planning process of this initiative, no technical assistance has been identified from outside, and expected that, DCCFF and other sectors within the Ministry shall provide the key resource persons for all activities pertaining nurseries techniques

Issues and proposed actions

Issues
The following issues have been identified to offset private nurseries development in the country.

Inadequate supply of planting material especially to private owned farms.
Some plant species are not grown for quite sometimes due to poor propagation techniques.
Inadequate accessibility to credit services especially private nurseries owned by women.
Poor implementation of nurseries policy in private sectors due to poor coordination.
Incompetent personnel and lack of technical know how for farmers in nurseries management

Proposed action
In order to restore the private nurseries activities in the country, the following actions are proposed:

Mobilize and assist the community to produce different species, particularly native and valuable species in a sustainable way;
Encourage community to establish and manage indigenous and exotic seed sources;
Forest sector shall be obliged to give out knowledge of establishment and management of private nurseries;
Private nursery owners shall be given training to enable them to reduce costs and losses and to maximize profit margins. Particular attention will be focused towards production of quality seedlings at low cost. Vegetative production shall be given priority.
Facilitate private nurseries owners to access credit services so as to enhance their activities
To promote further knowledge there shall be regular Video shows and radio/TV programs to villages about nurseries techniques;
Marketing and protection of seedlings against destructive agents and diseases will be among major issues in the education programs;
Regular follow-up monitoring shall be conducted to assess performance and develop solutions to problems encountered.

Possible Risks

Possible inadequate guidance from support services agencies, including extension, credit and marketing and from other stakeholders.
Existence of ineffective cooperation and social coherence in the groups/cooperatives
Funding may be not available in time
Incidence of natural and human disasters
In adequate cooperation with traders
